Should Germany be included in the Treaty of Versailles?

To whom it may concern,
If Germany comes, I’m outta here. Germany and the German
Kaiser are the only ones responsible for the millions of deaths; diseases
spread, blood spilled in warfare, the economic collapse of the whole world- at
their expense, the delay of any sort of future progression. It is vital that we
punish Germany for their actions, thus they should not be present. If Germany
is present, their voice and opinion will be taken in account, and that
privilege should not be granted to them.
